Ignire the one in Gelfven (*sp) its located in .5 space which sound all fine and dange unstil you realize that its neighboring systems are <.5 . I'f I was a mission scanner, thats where'd I'd be. Its close to rens (like 6 hops) and amny players will be flocking to the lower sec, highest lvl/qual agent in high sec.
I wasn't able to many good agents in high security systems doing a search (contrast with Amarr or or Caldari...Galente has the same problem as us). The only really appealing ones are in >.7 security (which probably accounts for the unusually high quality) and like 12 jumps from rens. Which can be a problem, since the further you are from Rens the more prices increase and availability of good becomes annoying.
If don't mind the jumps, check out the agents for Sebestor tribe. I've done a bit of filtering on my own and this is what I've come up with

I use this site to figure out the security of the surounding area by doing a duplicate search (I tend to prefer grismar because it calculates jump distance from a configurable system) with this tool: http://eveinfo.com/agents/
Note that you can't just choose by missions types ib this one, just corp divisions, which is annoyingly indirect. It can tell you the one jump security of the surounding systems though by cross referencing the avaialable jump gates with constellation info on the same page (with a few exceptions for regional jumps and the like, which you have to search by hand.)
Uh, yeah, I say all that because what it comes down to is which atributes are more favorable for you. Whether you want to just get the low sec bonus without having to actually be in low sec or do you want protection from low sec scanners and pirates in adjacent systems. Do you care about distance from your current permanent base of operations? How about availability of goods in the station and/or station services.
Um, yeah, I'm gonna shutup now.
